Below is a link to the newspaper article describing examples of how other PA townships are adding taxes and fees to pay for storm water management. Plumstead Township has been proactive by establishing a stormwater account and funded it with the savings from debt refinancing. The Republican board anticipated and proactively addressed MS4 concerns.
